Many years ago before the founding of the Board of Intermediate and Secondary Education, Hyderabad BISEH, the University of Sindh was responsible for conducting matriculation examination under Sindh University Act 1947. There was a lot of burden on Sind University to conduct and hold the examination of Matric/SSC and intermediate/FA, Fsc, then Government of Sindh decided to found a new Board of Intermediate and Secondary Education for the conduct and hold the examination of Matric/SSC 9^th, 10^th class, and intermediate 11^th and 12^th class.

After this Board of Intermediate and Secondary Education, Hyderabad BISEH establish Government gave all responsibility and authority to this board to manage and conduct the final annual examination every year. The Board of Intermediate and Secondary Education, Hyderabad BISEH is one of the oldest intermediate education boards which was established under West Pakistan Ordinance 1961. When the Board of Intermediate and Secondary Education, Hyderabad BISEH established, there had been a number of Ordinances/Acts for the operational functioning of the Board.
